no, the fiance/fiancee have to wait for the visa to be approved before he/she can legally enter the country. depends on where he/she is from, but for my friend, it took her a year.
My brother's fiance visa was approved on November, it was submitted in May. So it normally takes around 6 months, depending on how fast you reponds to their requests.
