Reapply for Green Card?

I surrendered my Green card back in 2002. I had been living in the states for about 4 years, but moved back to europe with my wife. (Who is a US Citizen) We are now considering moving back to the states. Am I going to have problems with USCIS? When I surrendered the card, the immigration officer said I shouldnt have any problems re-applying if I ever decided to move back. But with the change in immigration Law, I am concerned that my application could be rejected because I previously had a green card. I have since visited the US on many occasions as a tourist and had no problems. No criminal record etc. PS. Both my kids are US citizens also. Any CONSTRUCTIVE feedback would be appreciated.

1. Yes. They should go the the local US consulate and surrender their GC.

2. It is not possible to reinstate, but you can apply all over again.

I am going through the immigration process myself, my wonderful wife is American and I chose to remain here in the US. The website below has a live online advice operator, they'll tell you what's involved. Don't use them as your lawyer though (if you even need one!) as they're pretty pricey, double the price of the lawyer I used. One thing though, last month all the filing fee's increased substantially, my fee's for filing came to $765 and my lawyer told me the following month that would have trebled! Good luck.
