1. Yes. They should go the the local US consulate and surrender their GC.
2. It is not possible to reinstate, but you can apply all over again.

I am going through the immigration process myself, my wonderful wife is American and I chose to remain here in the US. Don't use them as your lawyer though (if you even need one!) as they're pretty pricey, double the price of the lawyer I used.
