If you don't have proof that you're here legally then probably not, at least not here in Florida. It may be different in other states. However if you submit the paperwork to change your status and receive the receipt letter from immigration showing that they are working on your application you might be able to take that to motor vehicles to get the renewal.

If you have a foreign license then no you cant obtain a US driver's license without a SSN. Cross your finger's that you dont get pulled over because there is a time limit on how long you are allowed to drive on a foreign license (I think 6 months) when living in the US.
Not the INS any more but USCIS. Why havent you turned in your paperwork yet? You are able to apply for work authorization and a SSN before you even receive your green card.
