What is the easiest way for a Philipine Citizen to immigrate from Dubai to the USA?

I have a filipino friend in Dubai who is trying to get to the USA to live and work. Please tell me the correct steps to take. Sponsorship is a possibility.

Check the USCIS website and follow the steps. If they are a citizen of the Philippine citizen they could simply apply for a work visa in the Philippines and wait for approval...or win the visa lottery...or marry an American citizen, or get a sponsor to hire them and enter the country that way....~~~~W

Have him fly to Mexico, then cross the border in the middle of the night. Make sure he takes a lot of water with him, have him walk at night, and hide in the shade during the day. Thats what the Mexicans do, and there are 20 million of them here.
