Sounds like it was meant to be an informal (illegal) adoption, with the mother being given a chance to improve her circumstances. I am not making excuses for this kind of behavior. But illegals are being handed excuses and special privileges here. They are able, with much help I might add, to break many laws to improve their lives. How would they know that this would be different? They get away with so many other things. This is what happens when millions of people invade a country with no intentions of learning the laws, customs, and language. And our government has permitted and encouraged it to happen over the strenuous objections of most of the citizens.
When you can multilply rike rabits, one child doesn't mean that much.... All I have to say is " why does the Lord give a child to such idiots?"
Its tragic when someone, especially a mother, has no regard for the life of an infant. Around here we had one of the local crack whores trade her baby for $50 worth of crank.
That makes me sick.
I sometimes wonder if people just don't ever worry about having to answer for their actions.
People just do what they feel like regardless of what is right or wrong, legal or not.

Trafficing in humans is accepted in many third world countries and then their illegals come here and bring their time honored traditions with them. Why are you surprised?
And you are right that it is sad that children who cannot defend themselves are treated this way.
The only thing that will change this is education and birth control (ie selective sterilization)
It makes me sick to think that God, or whoever, would allow someone as (I'll hold my tongue, you can add your own adjectives) to be blessed with a child.
