Can the US Embassy in the Philippines issue an Approval Notice from the Immigration Service?

I am a frequent traveller in US due to my EB-2 Visa but each time I travel, I am being asked same questions at the Port of Entry and then lately, they advised me to secure Form I-797 which is known as the Approval Notice from the Immigration Service. Where can I secure it or what form do I need to make my travel convenient for both parties and avoid too much interrogations? Thank you.

Your problem is that the embassy that issued the EB-2 visa is under the Dept. Of State and the U.S. Immigration Service is now under Dept. Of Homeland Security. The I-797 is a standard immigration response form, the official letterhead identifying the U.S. Citizenship and Immigration Service. Now the problem is that the "Immigration Unit of the embassy did issue the visa but they do not use the form I-797, they are only generated from one of four Service Centers in the U.S. The Dept of State endorses your passport with the visa stamp / page. But if your visa was petitioned for in the U.S. the petitioning party may have the I-797 response form in the form of reciept and or approval of petition submitted on your behalf. So start with petitoning party if applicable.
