Be allowed back in the United States?
He now wants to become an American citizen , as he married an American, and come live in US.. Will he allowed back into the country or just not be allowed to go into North Carolina?Does immigration keep these records at entry points into US.
What can he do? He has written NC courts at Raleigh, and the issuing court in Asheville, many times, but they don't bother to answer..
Who should he/we contact to find the answer to this question? .Just worried that they might arrest him upon entry into US.....will this happen?

Well the normal procedure would be to detain that person to answer to that Judge demands to appear before his or hers courtroom, and thereby, the INS will have to put that person through the legal process to appear before the courts, where they may be able to explain what happened....good luck, man!

Yep, he'll be arrested, and they'll add more charges too.
If he is able to return to the U.S., I suggest returning to another state and retain an immigration attorney.
