What type of policy are you reffering to? For visiting immigrants? For becoming a citizen? For getting a job?
If you are a person of color, you have to leave UNLESS we can find a job for you doing hard labor for nothing to keep our economy going. If you're a white immigrant, it's cool. Just lay low and act like you know and you'll be accepted and given the same rights as white americans even though Blacks and Latinos have fought for this country for many many years even though you stepped off the boat a few minutes ago.
Also, if you're Mexican you can't come in - even though you were here first.

Apparently, there really is none. If you can get your butt over here, keep out of trouble for the most part, and learn how to fill out the proper forms and learn what to do if "situation X" happens, then you can stay.
If you've already killed innocent American citizens who were visiting your country of origin at the time, don't worry. There is a welcome to America plan for you too. All you have to do is claim to be a political refugee from a power unfriendly to the United States and you have your chance.
It is a testament to just how great this country is that I still choose to live here.

It does not matter who you are, it matters only whether your situation matches a political agenda.
People from different countries are treated differently. For example, Cubans merely have to touch the dry land. Mexicans just have to do hard work and keep a low profile.
Canadians come and go as they please. Europeans can visit as often as they like as long as it is within the time limits of their visas.
If a person gets the support of a person with political clout, they will stay.
