You don't need a visa to get married, but he needs one to be in the country legally. Assuming your fiance is a citizen of the UK, he can legally come to the US for tourism or business without a visa, but getting married isn't tourism or business, so he would need a fiance visa. The Custom Border is right, you need to get her a fiancee visa. That visa will allow her to come here to US but once she is here, you two have to get married in 90 days.
The reason some people here married without fiancee visa is because they already here from student visa or work visa. Even if they overstay their visa, by marrying US Citizen, the overstay is forgiven.
You can get her tourist visa and once she is here, you can marry her but I wouldn't recommend it. You two might have a hard time during green card interview because tourist visa is not a dual intent.
