How do you report immigration fraud?

Yes there is a way. I would call the INS first and write down everything they say to do. I don't know why it is so difficult to report a crime such as fraud and/or immigration to the federal government but it is. I tried to make a complaint once but they make you jump through so many hoops to do the right thing that it justs becomes a hassle and you give up. Its a shame our government operates in this manner.
F.B.I or I.N.S or just call the local police and they will do the rest
You go to your local FBI or DHS office. They are both federal agencies and most larger cities have offices there. It isn't going to do you any good to go to the local PD because they will advise you as I have.
Just call your local police they'll look into it and send it off to the FBI or whoever else they need to to take care of it.
Just don't and give it a break. You might get yourself in a lot of trouble, so don't.
