ooo, this is a REALLY interesting situation. mainly because you used the word "partner" and your picture is of a man...so i am guessing you are gay? this really brings up some same sex marriage issues, doesn't it? the reason being, the easiest way to bring a partner to the US is to marry them!! but if same sex marriage isn't legal....gosh, that's reallly tough. i suppose the easiest way would be a tourist visa, he could come for 6 months at a time, but he could never work. the other would be hoping he has a career that is "specialized" and he could come on a work visa. but truly, marriage is the best way. if you are heterosexual, then my advice is to commit and get married, then request he come through a spousal visa. but if you are homosexual...well, that won't work i guess. this is yet another point that causes me to think more and more about personal rights to persue happiness...i do feel truly sorry for you, this is a difficult situation...it just doesn't seem right to tell you that you can't be with the person you love, in a legal way.
ah yes, a student visa! that would work very well...but you would have to pay for him, and i doubt he wants that.
You need to either get a company, church, or organization to sponsor him. Also, if he wants to go to college you can get him a student visa. But if you choose to bring him through a job, then you will need to make sure he stays in that company until he gets a greencard.
