What do I need to send to get a Police Certificate from California for immigration Canada?

I am an American citizen living in Canada and applying for Canadian perment residency so I need a police certificate from the state of California. I went to the website (http://ag.ca.gov/fingerprints/index.php)... and it said that I need to provide the fingerprint card, fee and the request letter I received from immigration Canada. I called the bureau at the number from the website and it had a recording which said I need to have special forms mailed to me.

Can I get the police certificate by just sending the fingerprint card, fee and request letter from immigration Canada or do I need to submit the request using the forms from the California Department of Justice?

See that you did not apply before entering Canada, I can't establish the need for a police certificate. It is usually not required. Canada will accept anyone convicted of a serious crime for citizenship or permanent residence.
