Take ESL classes, socialize with English speaking people, read, watch the news (English), etc...but most importantly...have the desire in your heart to want to learn it.
get a tv they have a spanish site on there to teach you as my renter is mexican and he is doing great at speaking english from this method,,,,and he is nice but I have 15 in one house which I do not own and they play music all night and come and goall night and all day ... and this is across the st from me>>>That is how they do brain washing in the military so why is it outlawed by our government but not by the cops.

It is completely FREE so they don't have to worry about cost. And it is really interactive and fun, so they won't get bored. It has podcasts, videos, games, interactive lessons, quizzes, etc. so there is plenty to learn. You can even register for free to track your progress.
Also, they should definitely practice a lot. I know a lot of people who just stay within the comfort of their own home and speak only their native language with people around them. They should definitely try to interact more with other people in English, maybe take a course or join a group, like a club that shares their interests. They can also try to play sports with people they don't know, like basketball, so that they interact with people who speak English. It will definitely speed up the process.
