The school you plan to enroll has to be officially recognized in order for you to study as an F-1. You will have to check the reputation of the school and if it is an approved school.
" Current USCIS regulations recognize the following as approved schools:
A school operated as a public educational institution by federal, state, or local government; and
A school accredited by a nationally recognized accrediting agency.
If an institution of higher education does not fall into one of these two categories, it must submit evidence that its course credits are accepted by at least three accredited schools."

Any one can study if they want to learn, but I dont think their degree will be valid.
Anyone can get an on-line degree. In a few minutes and with enough money.....I can be a preacher. They are a scam. I got suckered myself. They are offering "degrees" for minimum wage jobs that will not get you 1 dime more money for the money you put in. Personally......they should be outlawed. It's a rip off.
I mean really...THINK about it. How can you be a nurse and never touch a patient? How can you groom a dog and not ever touch one? Maybe there are some.....but I got suckered. I took the whole 1 1/2 yr course in less than a month. I got a pretty piece of paper that means NOTHING except an expensive reminder of what a FOOL I AM!
Usually people on F-2 can't be a full time student but they can take online courses, I think because everybody even people living outside the states can take some online courses in the US. And also people on F-1 can take online courses but I don't think that they can quit their school and " transfer" to the online school that they want to attend. But I'm not really sure about that. You just need to contact the online school that you want to attend and ask if they can provide you the I-20 form for you. It depends on that.
