No, I think it has more to do with Americans trying to make a product as cheaply as possible. Everything is made so cheap you can no longer buy quality.
No. The troubles are happening because we have begun importing certain foods (Avocados, strawberries, lettuce, etc.)from Mexico that are not subject to the stringent inspections American farmers are. We are seeing some problems but it will get straightened out. The Mexican farmers will get up to speed and everything will be fine.

No, it has nothing to do with immigrant workers. There are many Biotic and Abiotic Factors that can cause these recalls. The biotic factors can be predation, parasitism, disease, or competition. Abiotic factors can range from temperature, to water availability among habitats, Climate etc..It's a well-known fact that many of the jobs immigrants come here to fill are jobs Americans are not taking. And when we prevent immigrants from taking those jobs, American producers and consumers suffer the consequences.
