These people are idiots. If you are applying for citizenship that means you are already legal in the US. Follow this link and you can get the application online.

Go to uscis.gov for the details. If you truly mean 'citizenship' you need permanent residency first, for 5 years, or 3 if you got it through marriage. Then go to uscis.gov and put 'naturalization' in the search window. The requirements and study materials for the test will come up.
