I want to marry a man from germany, and he is not a u.s. citizen, what can we do?
If we get married, can he enter the United States when ever he chooses? Can he have a dual citizenship? Any advice will help!

If you marry him, he will geet a green card and may stay and work in the US legally. Also he may get a fiance visa that lasts for 3 months before u get married. Most European countries allow dual citizenship since is ex-sanguis ( it depends on your ancestry and not if you were physically born there) so most likely he could have 2 citizenships.
If you or him don't want to marry, then he may stay here if he gets a job that gives him a work visa and ultimately gives him a green card on the basis of his job. This is easier if he is qualified, meaning from a profession like physician, dentist, engeneer, etc.
Go to Mexico and cross the border into the USA!! That should take care of everthing!!

well you can sponser him to stay here in America and get married to him. By sponsering him you will begin the process to get him his citizenship
if i were you i would just help him become a citizen it may take time but its definitly worth. Do Not let him become an illegal alien because if caught that caught could ruin relationship and he would get in BIG trouble. If not just move to germany and have fun.
