International Student Visa?
My fiance is French, and I am American. We are getting married in July and returning to the States in August. My fiance would like to study at a community college, but isn't sure what to do about his visa situation. It appears as though he needs to apply before we get married, but we will be married when he starts school this fall. If he applies as an International student, it will cost us 3x what it would if he applied with a resident visa. Can he wait for his resident visa? If we change his status after we get married, will he still have to pay international student tuition?

As an immigrant he does not have to pay foreign tuition rates.
I've got some bad news for you. If you get married in July he's not going anywhere in August. You'll have to come back alone and apply for a spouse visa for him. Use CIS Form I-130 and include all the supporting documents. It will take 6 to 9 months for approval.
No, he can not come with you as a tourist under the visa waiver program. You can go to the embassy and attempt to convince them to issue him a visa, but I doubt he'll get it since he's an intended immigrant.

If you are merried, He is ineligible for any non immigrant visas. That includes tourist visa, student visa or VWP (visa waiver program).
So once you married - Only K3 or CR1.
Another thing you can bring him here on K1 fiancee, and get marrie here.
Education. SOme community Colleges recognize K1 and K3 holders as residents for tuition fees purpose (CR1 is a resident by efinition, since its basically a green card). But policies may differ. Contact you Community College.
When I was an F-1 I paid the out-of-state tuition, now I am an applicant for the residency and I can study in college paying the in-state tuition. Contact your community college.
If she came as a student she will pay 3x more for tuition. If she marry u, need to wait one year (varies 6 months some community colleges) after her green card temporary permanent is received to apply at community college, with prove of residence like power bills etc.. Them she can pay regular prices.
