You better traced back where your application is.
If the INS claims that they did not received your appliation, that makes you overstaying alien. This in return will nullify any applications you make.
Did you by any chance get a receipt confirmation when you mailed your application?
Did you go to a lawyer to file your application?
Let your lawyer find out, or did your lawyer really filed your application?
