Can someone from england move here and live?

Answer:
Of course they could. I am assuming you mean the U.S.

Just remember America is a lot bigger and has very different climates depending on which area you choose to live.

If you want to be warm and dry out after all the rain in England you'd want to moved towards the southwest.

If you like the rain then you'd want to move to the northwest.

If you want open areas and lots of farming, then move to the midwest.

Etc.
Yes
where is "here"?
Wher is "here?" Can he or she live? If his/her health is good and he/she doesn't have a fatal accident. YBIC
Possibly but it depends where you are!
