Can a J1 holder with 212 E apply for Business visa to US before cmpleting 2years in home country?



Answer:
The restriction on the J1 visa means that for 2 years you can not work in the US. However, it does not mean that you can not travel to the US. You have to apply for a B1 visa, which is for business and leisure. As long as you can provide proof that you do not intent to work and your visit has only business purposes related to your employment in your home-country, you should be fine.
You always have the option to apply for a waiver of Two-Year Foreign Residence Requirement, so you can come back and work.
