has resided within a state or district for at least three months.

If your mom got the green card through any way other than getting married to a US citizen, she would have to have the Green Card for 5 Years before she can apply for passport. Calling INS with her A number will give you idea when she can apply for passport...

The best way is to contact the USCIS, you can do that trough the local office. For contact info see the website below. You can apply for citizenship after 5 years of residing in the USA, unless the reason moving here was getting marries to a US citizen, than it will be 3 years.
