Sounds to me like infiltration from the inside out and an encouragement NOT to assimilate into whatever country they are moving to. Internal takeover all to benefit Mexico.
I read it. I think it is kind of disturbing that Mexico is so engaged in creating a 'Mexican diaspora' amongst later generations of Americans of Mexican heritage. People celebrating their own culture is one thing. The ancestral country out Machiavellianing Machiavelli to make sure generation on generation continues to feel 'Mexican' is a bit different.
