Legal Residents Committing Crimes?

If a person comes to the US and is a legal resident, then commits a misdemeanor criminal offense, can they still apply for and receive a social security card?

yes.
I don't believe crimes committed have any effect on getting a Social Security card. But it does give rise to suspicion when the hypothetical new resident can't stay out of trouble long enough to get the necessary paperwork out of the way. Most immigrants I've known, after going through naturalization, had a better grasp and understanding of the law than many natives, and wouldn't dare risk losing their citizenship for the sake of petty misdemeanors. It's also my understanding that the application for a Social Security number is processed along with the other papers -which really shouldn't give someone time to run out and commit a crime in the interim. So unless this person is pretty slick, I don't see any problem there. If the person's a "legal alien," with no intention of becoming a naturalized citizen, then they really shouldn't be applying for Social Security anyway.
