It is a noble idea;not with the sorrow and pains the innocent families would be going through. Children of the victims who have come of age can be given the opportunity. I know the military does such a thing in my country.In the event of death while in service,a child who may have come of age is given the opportunity to attend an officer academy and from there take care of the family.It is truely a noble idea...and I know the the US government and people are noble.
