US Visa for my British husband?

I married a Welshman. I get my indefinite leave to stay inthe UK at the end of March. We are thinking of retiring in the USA in 5 years. Can we apply for my husband's US visa without going to live in the US for a few years?

Your husband can apply for a tourist visa if you two come to visit relatives and then plan to go back to UK.
If you two plan to live and work in the USA, he can apply for a green card. The process is long it may take a year to get it, but you do that only when you decide to live permanently in the USA ( in 5 years as you stated).

Being a permanent resident means that the person plans to live in the USA for a long period of time and once you get it, absences of more than 6 months may affect the residency status.
