Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
Pay close attention to the words "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside."
Now as to your Hungarian case my only guess is that if the child were born in the Hungarian Embassy, then the child was not born on U.S. soil and is therefore not a citizen, or the if the child were born in a hospital it is possible that the parents requested that the child not be a U.S. citizen.

A child of an ambassador isn't in the jurisdiction of any but their home country regardless of where they are (diplomatic immunity and such)
Unfortunately illegals are under our jurisdiction, as we can put them in jail if we catch them breaking the law.
All the more reason to round up the illegals we have here now and rid ourselves of future anchor babies.
Another option is to repel or change the law to exclude the children of those in our country illegally.
