first let me start by addressing all the yahoo's that didn't read the questions correctly. it states foreigners, not illegal aliens.
as for the answer, your looking for the perfect city. i have yet to find a city where there is low cost of living, and alot of job opportunity's. you might find a town where the cost of living is really cheep in PA, WI, or IL. but the chances are that when it cost almost nothing to live there, there almost nothing there.

I know the most perfect place. It meets all of those requirements but since you said it would be to support foreigners, I'm not going to tell you. I can't risk more illegals going there.

I would have to say HONOLULU without a doubt.
Yes expensive...but there are a lot of GREAT things about it...
1. Rent is not cheap...sorry...you pay for paradise
2. Jobs are good if you are in the business or service industry
3. Hawaii has the best mass transit system I have ever seen
4. You cannot control nature. Sorry.
5. There is more diversity there than I have ever seen...but there isn't racism...funny huh.
6. People are very warm and caring.
7. The food is outstanding

I sure wouldn't tell you. We don't need any more foreigners, especially illegal immigrants living off the goodness of US Citizens, failing to learn English and become good citizens and costing us millions of dollars and our freedom.
If you are not educated you will be just as poor and as far as crime you can not escape that, there is more people killing people everyday than in most wars including Iraq. Every state in the US has some type of natural disasters, Mother Nature is everywhere in the world. The only two cities with decent public transportation is Washington DC or NY city. Good luck.

Cheaper places in the mid-west and south have tornadoes and other bad weather. Really nice places (e.g., California) are very expensive, horrible public transportation and we have earthquakes.
