I have all documents and was refused visa for usa to work can I arrive as visitor?

I would suggest to bring your documentation with you just in case.
You might see on one of those forms you have to fill in for immigration on the plane about refused entry/visa etc
They might ask you at immigration.
Also best to take docs to prove you are only visiting on vacation.
If you can prove you still reside at your home in your country.
Sure -- with a visitor visa.
The fact that you applied for a work visa could, maybe, be looked at as evidence that you're not coming just as a visitor. But not necessarily. Just be prepared to prove that you're not coming to stay, and jump through all the other bureacratic hoops, and be patient and remain calm.
