Help! About applying for H1-B visa?

I know that there is a 65,000 visas quota for the H1-B visa & the USCIS starts accepting applications in April 2007. I would like to know how long it takes to get a H1-B visa application prepared - I have just started preparing for it now, is it too late even though there is still one month remaining? And I would like to know for how long (generally) will the quota still be open. Will it close by the end of May itself, and then I will be forced to wait until next year to apply again?

Another thing is I heard that there is a 20,000 special quota for those who have gotten an M.S. or PhD degree from an American university. When does this get filled?

You can't apply for an H1B. You have to find a US employer willing to sponsor you. Once you have an employer it's up to the employer to apply for the visa and prepare all the paperwork for you.
All H1-B visas available under the quota are taken on the first day they are available each year.
