Cany my friend marry in Spain..????

i got a friend he is on work permit here in the uk, he want to marry his gf who is british, by law he has to go back to his country n marry her there and apply for sponser visa there in his home country, ...now somebody told him he dont need to go home country..but he can go d# to spain get merry there to his british gf..n can apply for sponser visa from spain..so he dont need to go back to his country, i want to ask is it true ..? thnx
