Not true I'm afraid.
I'm not sure what it is you intend to study here but it will most probably be possible for you to apply for a work permit and/or residency when you have completed your studies. The fact that you have studied here and presumably obtained a NZ recognised qualification will be of considerable benefit to you in obtaining residency. If and when you get residency, you will need to have been in New Zealand for a period of at least 5 years before you can apply for citizenship.
Obviously, getting residency and citizenship will depend on the rules and regulations in place at the time you make your applications. These do tend to change from time to time and so you will need to keep uptodate with the requirements while you are here studying.
