If u your visa expires, what other ways can he or she gain a work permit?

thinking of filing an alien petiton for a relative, how is it done and its advantages when it is approved, also how long before approval or denial.

You can not apply for a work permit if your visa has expired. In order to apply for work permit you have to have certain status allowing you to apply for it. You can find them listed in the instruction brochure.
