I do not beleive you will be able to do the paper work without the fathers signatures. At some point he mat have to sign some form acknowledging custody or responsibility of the child. This may be worked around if the father signed the birth certificate or his name is on it. It might take a little longer that way though. You can visit INS web sites for more help. Your child is already has dual citizenship, based the the citizenship of the parents. No further followup is required.
There is not much to do unless you are planning on living in the States. I am Canadian and I live in America and my child was born here....I don't know if it's the same but I do know that Canada will recognize him as a Canadian born abroad so.....if we ever move there all I have to do is establish residency and apply for a Social Insurance Number with a birth certificate.
