It's easy to shoot dead mexicans, they don't move around very much. But where's the challenge in that? Shooting live ones, now that's just plain good fun that the whole family can enjoy.

There have been times they have shot drug smugglers, or people who run at them with a van, etc. It isn't standard operating procedure. However, I am sure it makes the theme park experience more thrilling.

No they don't, in fact they have to be shot at first before they can even shoot back at the smugglers. The National Guard units that are sent on border patrol routinely don't even carry ammo for their weapons because they have to get border patrol to do interdiction. The same thing applies to the Navy if they come across drug smugglers they can track them and report them to the Coast Guard or Customs but can't stop them.
