What would happen if a Canadian claimed refugee status in Florida, citing winter traumatization?

After a few weeks in Florida in the summer sun, my guess is said Canadian would be headed for cooler climes, lol.

Lol, that's funny. Actually, there are many Canadian snowbirds that winter in Florida - but then they travel back home in the summer. They don't move to FL permanently.
All the INS officers would be laughing as they put him in the cell with his new "husband".
"Winter tramatization" is not grounds for refugee status, but you could probably immigrate through standard channels.
