Even if it does pass in the House doesn't mean it will pass in the Senate or that the President will sign such a bill.
I think it will, but I still don't comprehend how it will actually work in practice. It is a much more complex system than the one that we have now and can't enforce.

The one in the Senate, you mean? They are waiting in the House until one passes the Senate, because it is seen to be even harder to pass one in the House, and the Senate last week carried the bill with precisely ONE vote, persuaded to change at the last moment by Kennedy.
