Ahhhhhhhhhh, good question, now all we have to do is try and understand what you are trying to say, cause you make no sense at all.
If you are a doctor you can always apply for a poscdoc position in any of the institutions in germany like a university, that normaly takes two years of work, which will allow you to apply for a work visa or even residency. At least that is the way it works in US. Good luck.
You would need to contact the German embassy in Iraq, if there is one (which i doubt). Do you speak German? You can't just show up in a country not speaking the language and expect to get a job as a doctor. My best suggestion is contact whatever european embassy you can and explain your situation. I don't like your chances though.

Als Iraker müssen Sie ein Visa beantragen ehe Sie nach Deutschland einreisen, die Deutschen Botschaften geben Auskunft. Inwieweit Ihre Ausbildung anerkannt wird, kann man nur nach Vorlage der entsprechenden Dokumente herausfinden.
