Even though you are green card(Resident Alien) holder still you're an Indian citizen by law. To get an IT number just to the Income Tax Office and meet the concerned clerk as how to get the IT number. Don't tell him that you are a green card holder at all. While going there don't forget take Chivas Regal whiskey bottle with you. This makes wonders for you. That guy will ask for some money like Rs500 or so and will give you IT number then and there. If you can't go to Ahmadabad ask your brother or some body to contact the concerned clerk and bribe him what ever he wants and get the things done.
