Can border states use citizens to protect the borders?

If the law allowed Americans to enforce their own borders, we would not have an illegal alien/immigrant problem. The problem is that the law states our Fed. government is suppose to do the job. There have been overly zealous people who are American citizens who have caught (unfortunately they beat up the Mexicans they caught) and returned illegals over the border. This patriotis act gave our legal system the oportunity to take all their property, put them in jail and award the illegals a civil settlement to the tune of hundreds of thousands. In effect, what it looked like was, if a Mexican illegals comes on to your property and you catch him or beat him up, the illegal, doing an illegal act now gets YOUR PROPERTY.
This is America today. I'm not saying the violence is correct but what is a person to do, to protect hiimself when his government does not? You tell me?

in fact they should do this more often as the official peace officers and immigration officials are unable to cope.
