What does the future look like for Canada's immigration requirments? How long does it take to become a Permanent Resident?

Depends on country of origin. 1-5 years.
if u are now holding a working/independent visa, it will take 2-3 yrs. depending on your status.like if u are single,completely worked and paid govt.tax for 24 months, wait for 1 yr. more or less after application. but for married, takes more than a year.
Canada is very different from other countries. If you are already in Canada apply for the immigration and it will not take more than 2 years. But what you are going to do during these two years. If you overstay, then you have problem. If you are on student visa, it is OK. But keep in mind that without work permit, finding job is very difficult.
