It is a federal offense, and you can go to jail, and she can be deported, or jailed and then deported. It costs about a thousand dollars in fees and exams to get a change of status for someone who already here, and more for a K-1 fiance visa. Title 8 of the USC covers this. Marriage fraud itself can get you 5 years and a $250k fine, and every false statement, or falsification of fact or document can get you five years and $10k.
Oh, and if you mail the documents in, it is also mail fraud, and that carries penalties too.

There are internet sites that have been hooking up American men and Russian women for years now... nothing new... and if you do this, be prepared for a messy divorce... they are taught to clean out their American hubby before moving on !
