Additionally - you are being told that you do NOT need to be in employment by another user. Well no you don't - if you are of independant means. But if you can't support your husband - ie you are in receipt of benefits - then I wouldn't hold my breath if I were you.

Well, you have to claim him first, that's your right. You have to do it by the book. But never let him to come illegal, because that would complicate everything. He doesn't need to have a job in the U.S. because obviously he doesn't have a visa. If he have a job in Morocco that would be a help because that would prove his character and that he's able to have a job or a earning. But since he is your husband and you are claiming him I don't think that would be a problem because he will move with you and coming to America to start a new life. Good luck.
It is difficult to answer without further information. Are you British or do you have leave to enter/remain in the UK? If you have indefinite leave you have the right to sponsor your husband (family reunion). Neither he nor you need to be in employment.
If you have limited leave you may need to sign a maintenance undertaking, as you will if you are British but his right to enter the UK will depend on your financial position (unless you have indefinite leave), not his.

If you are in Morocco, you may be able to apply there. When he is granted his visa, he will be able to work, but probably will have 'no recourse to public funds', e.g. benefits.
You need to be working. You have to prove you can support the two of you without claiming anything from the public purse (no benefits at all) for at least the first two years.

Why don't you go to Morocco and see if you get as much help in the way of housing, health care, benefits etc.
I guarantee that if your husband doesn't work out there you'd be very hard up, so i guess that is why the idle sod is coming over here!
