go to the ica website, then locate the forms for getting singapore passports for singaporeans. then check how about for infants lah. normally i think infants attach with mom passport one lah. but think, for infants and in your case your daughter is singaporean, then she would be having an pink ic. then that alone is enough what for her to apply for the passport. but since she is a baby, contact ica for the steps and procedures.
