There is really hardly any difference in applying at the Foreign Consulate / Embassy or to INS. It really is better to go through INS because they have the latest forms and such and you wont have delays due to out dated forms.
Also IF you are planning to marry a citizen, a better option is to get Fiancee visa to reduce time it takes to come to US.
Then Once in US apply for Green card from here.
But this options is only for people who are engaged to US citizen. You have to get married within 90 days of comming to US. Else the visa gets canxed.
Have them apply at the embassy in their country, it is faster. It may still take up to one year.My son married a girl from Hungary and did it that way.They told me it was faster.She got all of the papers while still living at home.They shouldn't have any rea son to deny them a visa.
Yup, they have many ways to deny the visa but most probably you can get visa by challenging refusal in court. The citizen of US (if you marry with US citizen) will sponsor you for visa in US, and you apply in US embassy in your homeland on behalf of this sponsorship. you would call for an interview by embassy and if your case in genuine they will issue visa.
