If the person was deported by the immigration court, yes. That's a judicial proceeding and the government will pay for the persons repatriation.
Many/most people who are "deported" actually enter into voluntary agreements to depart the US voluntarily. They do this to retain their eligibility to reenter the country someday. I do not believe the government pays for that.

Yes. They also confirm proof of your citizenship through consulate which makes people stay in jail for a long time. So, best thing is ask your friend to bring proof of his citizenship (passport, birth certificate, etc.) and a ticket so that he can fly home sooner than later.

if the government pays the ticket it truly counts as deportation (not voluntary removal) and there will be a 10 year ban on returning.
