No, she will still be on a visitors visa so when time is up will still be required to leave the country. She can apply for permanent residency visa (my wife has) which means indefinite stay in the UK rather than British citizenship.
Normally to get married in the UK to a foreign national you need to apply for an engagement visa which takes a while.
Advice: Keep all records and letters and everything about you two and your relationship and official letters together. You will need them as proof later on.

The time she spent here will not count towards her "new" visa however she must prove that there is a relationship so if she was in that relationship prior to going back that time will help - letters, emails, pictures etc. (see the info on links below)
If she is getting married in China she will have to get spousal visa (from the British Embassy in China)- then live here 2 years then get indefinate leave to remain(at the home office in England) then after another year she can apply for UK citizenship
If she is going to be getting married here she will have to get a fiance's visa (from the British Embassy in China)

I have just had to go through this process myself a couple of years ago- although I am not from China I am from America - but all the information that you need will be on at least one of the sites if not all of them below. I lived here a year before I went back to the states but I still had to go through all the same processes - time here didn't count towards the visa - the only part of the time here that counted was the fact that I had pictures and stuff proving that my now husband and I had a relationship. I have not applied for full British Citizenship but may do at a later date.
It's not easy but it doesn't have to be extremely difficult either if you make sure that you have all the information you need gathered - it is better to have too much info than not enough.
If she is now outside the UK, she would need to apply for a fiance visa to come and marry in the UK. This will only be granted if the Home Office is satisfied that it is a genuine marriage, and that the UK spouse can support and accommodate his fiance without public support. Alternatively, they can marry in China and apply for a spouse visa, the same conditions apply. After two years, if the marriage is still intact and they haven't needed benefits etc, she could apply for Indefinite Leave to Remain, and for citizenship after that. The fact of a previous period of stay in the UK would make no difference.
If she was still in the UK, and got married (which would require Home Office permission), she could apply for citizenship after two years' marriage.
It is essential that proper legal advice is obtained. The process is not very complicated, but small mistakes can have dire consequences.
