It does depend on which country they are coming from. I am assuming that you are a citizen and your husband is not. It will take some time (years) for your husband to get his permanent "green card" because there is so much fraud in 'foreigner spouses' entering the U.S. He will be able to begin the paper work for his mother but it will take many years (depending again on which country) for her to get any permanent status.
I just read that some people from India have been waiting since 1997 to sponsor family members to immigrate. Immigration is so back logged (no doubt due to the high number of illegal cases they have to deal with). However, it maybe be a shorter time for your husband because it is his mother and not a sibling.

It all depends on what type of visa he is coming over with, and your status as an immigrant/citizen. I really can't answer it until you enter the info.

Residents typically can't bring parents. I don't know if her being your mother in law (if you are a US citizen) would make her 'your parent.'

If your husband is coming to the U.S. as an immigrant, he can sponsor for his mother to come. Based on quotas from each country, it takes a good while before the approval comes.
If you nor he are immigrants, his mother can still come on a visitor's visa, but that is only good for 3 months, perhaps renewable for another 3 months, and no guaranties after that how much longer she is allowed to stay.
