I already have an approved I–140 petition ( EB-3 ).Does this makes it easier for me to apply for H1b Visa ?

no, the H-1B is a completely seperate petition which is approved on it's own merits. If your I-140 is approved, and the visa number is available, why not apply for an EAD (if you are planning to process by adjustment of status), it is cheaper and easier to get.
