Actually...... the Department of Homeland Security has had this on soft enforcement for several years. As of January 7th of this year, you are only required to carry a passport if you enter the country by air. You can come and go by land without the need for a passport. Now... If you are planning to enter Canada, then it is a good idea to carry at least your birth certificate unless you want to get dragged into immigration and harassed to no end. That being said, as of January of next year (2008), you will be required to show a passport when entering the United States by any means at any border or crossing.
how else would Immigration know what was your country of residency? a lack of a passport does not expedite that process

Why are you so upset about it anyway? Did it ruin some plans you had or something? Makes me wonder .. really.
Not to worry. Just catch the bus to Swift Meat Packing Company or Tyson Foods or some other business known for hiring undocumented foreign workers and THOSE patriotic Americans will gladly help you get across the border. No passport needed. No es nada. : )
it's normal requirement, most of other countries have been enforcing this rule for a long period.

It's always been like that when coming by air. By land, until 2008, you only need a picture ID or birth certificate.

I'm an American who travels the world frequently and actually lives overseas. On my very first travel out of the country in 1998 I had to show my passport to customs and immigration to get back in.

They just want to make sure that you are an American citizen.

Hmmm.... every country in the world requires this except the US. If you are a legal citizen it is no big deal.
You have to prove you are who you say you are. I am pretty sure it is unconstitutional not to let a US citizen back, but we will need passports to leave, ) (from the other country's point of view) so it might look a little suspicious to claim you don't have one, coming back.
Every American citizen should have an up to date passport. Its a good second ID if you lose your driver's license and credit cards. Many of us old gringos have carried passports for 30 years. Its no big deal. Time to grow up, amigo.
